delete the dial-up networking connection and rebuild the entire thing using the same settings.

Sometimes, telephone features are in the way, like call waiting… find the appropriate box and type*73. It may also be that the computer you are in dialing is not answering. They may be doing the system maintenance or something like that. Good luck

I assume you can already make and receive voice calls using that line?
You might need to check with your phone company that there is not a problem with your line. They should be able to do a simple line test.
You should firstly reinstall the modem driver.
There is a handy walkthrough at this site:

Well, I was suffering from the same problem! It was typical as u said! My Windows was not recognizing the modem..
You know what i’ve done? I bought an ADSL !
Believe me it’s the necessary decision you’ve to take..
You will feel a GREAT GREAT difference between dial-up and ADSL..

Your modem is working properly if you are hearing a dial tone. You need to consult with your provider on what the proper settings are. If your provider sent you a setup disk use it. It should configure your account info.

check yr firewall settings as that may be blocking the connection
make sure you have un-installed all the old hardware and drivers
modems can often be very hard to install
the modem drivers MUST be installed first
check the cables are correctly fitted

Goto Modem Properties and uncheck (look for dialtone before dialing)
Check the number you are dialing. Use Only the Number. It must not have area codes and “+” infront.
