Sure you can directly connect, but the one-time fixed costs of the buying the hardware and monthly charges for leased phone lines make it only practical if you are going to become and ISP and resell those services…

Well actually the Internet is free to access but we have to pay for the connections that we make through the companies ie ISP ‘s since they provide the necessary hardware for making our access possible

To connect to internet
1)You should have a IP address (a unique number to identify your comp on Internet network) to connect to Internet…
2)You should be connected to Internet back bone(generally to a Routing Excahnge)
Your ISP provides these functions…

You need above two functions to setup your own internet connection.
1)You can register your own IP at your LOCAL IR(generally for a nation there will be one LOCAL IR). You will get a IP assigned to you (I am not sure if they give it to a single person).Even if they give they need a lot of info about you.
Generally the ISP get a lot of IPs allocated to them and inturn give one of them to you when you connect to net using your ISP.

2)You need to run a cable from your home to one of the Internet backbone(to a Routing Excahnge) running through your country…
Generally, the 1 st point will not cost much to the ISPs.
The only costly thing is connecting you to the backbone. For that a ISP buys bandwidth from any TELEPHONE Compnay that owns the network in your country and uses there network to connect you to internet back bone (you can also buy bandwith from a network provider like AT&T. Genrally they sell huge amount of it for large prices. which the ISP buys and inturn sells it to its customers).
This is also the reason why they sell internet with download speed/download size (in either cases they are trying to limit the bandwith you use)
