Can anybody explain me that if one machine can access internet then why cant it access lan vice versa?

I just heard on the radio about some sort of P2P software (download?) that allows someone to use your internet connection regardless of where they/ you are and vice versa. Also allows internet connection sharing. It’s supposed to be secure and doesn’t allow access to your local personal computer and/or network, just the internet connection.

Apparently, a special type of router/ adapter is required.

Anybody know about this? What’s it called? Supposedly the company who provides this is in some sort of partnership with Skype.

Would like to know more.
